T.M. Sudarshan is a Director in Tribe’s Advisory business, specialising in PPP, project finance and infrastructure privatisation.
He has more than 18 years of experience advising governments, utilities and infrastructure investors on major power, water, transport, renewable energy and social infrastructure transactions across the GCC and emerging markets.
OVERVIEW
Prior to joining Tribe, T.M. Sudarshan was a Director in Deloitte Middle East’s Infrastructure & Capital Projects practice in Dubai. Earlier in his career, he advised on renewable energy, transport and infrastructure PPP procurements at Deloitte India, and on government procurement and digitisation PPP programmes at PwC India.
His areas of expertise include procurement & bid advisory, PPP structuring and feasibility studies for PPP projects.
T.M. Sudarshan holds an MBA / PGDBM from the Indian Institute of Management Lucknow and a Bachelor of Engineering in Electronics & Instrumentation from the University of Madras.

Lead financial advisor to DEWA on MBR Solar Park Phase 7, comprising 1,600 MW Solar PV and 1,400 MW (6 hr) Battery Energy Storage System (BESS)
Advised Nama Power and Water Procurement (PWP) on multiple power and water projects under the Power-Water 2027 and Power 2028–2029 programs
Advised DEWA to successful financial close of the 180 MIGD Hassyan Phase 1 IWP
Financial advisor to Madinah Regional Development Authority on the proposed Madinah BRT PPP
Financial advisor to Jeddah Transport Company on the Jeddah Water Ferries O&M concession
Financial advisor to the Supervisory Committee for Transportation on the proposed Abha Airport PPP

Advised Arriyadh Development Authority on award of three contracts totalling ~ USD 8 billion for the Riyadh Bus Project
Financial advisor to Saudi Water Partnerships Company (SWPC/Sharakah) on the Dammam Outfall Pipeline PPP supporting major wastewater infrastructure expansion in KSA
