Tribe Infrastructure Group

James Cook is CEO of Tribe’s Advisory practice having played an instrumental role in building Tribe’s independent advisory services offering since 2014. He has been active in PPP / PFI / BOT projects for the past 23 years and is called on by Government and private clients for leadership of major transactions.

OVERVIEW

James brings detailed commercial and financing experience having served as a developer, investor, financial and technical advisor on numerous project finance transactions, with a strong GCC focus. James has played a leading role in all project-financed Energy-from-Waste projects in the GCC with a combined capacity in excess of 3million tonnes per annum for Dubai Municipality, EWEC/Tadweer and Masdar respectively. He is currently leading the procurement of the Dubai Deep Sewer Tunnel, a transformative multi-billion-dollar PPP procurement on behalf of Dubai Municipality.


James joined Tribe in 2014 from the Abu Dhabi National Energy Company (TAQA), where he served as Development Director. Before TAQA, James was an Associate Director in the Infrastructure and Project Finance group at Ernst & Young where he advised governments, private sector developers, and infrastructure funds on financing both green and brownfield infrastructure projects.


James’ holds a Bachelor of Science (Honors) in Environmental Technology, a Master of Engineering (with distinction) in Environmental Engineering & Project Management, and a Postgraduate Diploma in Finance from the London School of Business and Finance.


James is based in Abu Dhabi.

  • Lead & Financial Advisor to Dubai Municipality on procurement 1,900,000 tpa Warsan Waste to Energy Plant (one of the largest WtE plant in the world)

  • Engagement Director for Sharjah WtE refinance (2022-23)

  • Lead & Financial Advisor to Itochu, HZI and Nareva on Casablanca WtE (ongoing)

  • Lead & Financial Advisor to UAE based developer on Egypt WtE

  • Lead & Financial Advisor to UAE based developer on Uzbekistan WtE

  • Lead & Financial Advisor to Abu Dhabi government entity on procurement largest in the world Material Recovery Facility

  • Commercial Advisor to Masdar for original structuring and development of Sharjah WtE plant (2016-18)

  • Financial Advisor to Veolia for district cooling & sewage treatment plant in Jeddah

  • Financial Advisor for DTVC for King Fahd University district cooling concession, KSA

  • Financial Advisor to DWTC for district cooling concession for Expo2020.

  • General Manager to ICCC, two district cooling assets owned by Tabreed, WAHA Capital and Invest AD in Abu Dhabi

  • Financial Advisor to Sumitomo & GE for development of USD1.4bn IPP in GCC region (FC May 2019)

  • Advisor on multiple WtE projects in the UK (pre moving to the UAE in 2010), including but not limited to the GMWDA wate PFI, Gloucestershire waste PFI, Essex waste PFI, Leicestershire waste PFI.
